Power, Remorse & Redemption Act III: Anwar Ibrahim, Malaysia’s Own Fifty Shades

Najib Razak became Prime Minister six years after Mahathir retired. You may have heard of Najib: he’s being investigated in at least ten countries in the scandal known as 1MDB. With his rise and recent fall, Malaysian history turned a full circle. Najib’s father was none other than Abdul Razak Hussein, Malaysia’s Deputy Prime Minister on May 13 1969.

Najib’s father had a reputation for caring deeply about Malaysia, but this sense of duty seems to have eluded the son. After being thrown out of office on May 9, Malaysian police found 72 suitcases stashed with over £21 million in cash in Najib’s residences. It’s a staggering amount, but a drop in the ocean compared to the £200 million loot that was subsequently discovered and the total sum he is alleged to have siphoned off.

Admittedly, we don’t yet know the whole truth. But from information already in the public domain, there are obvious irregularities. Najib wakes up with several hundred million dollars in his personal bank account. He claims that the money is a donation from a Saudi national. The head of Malaysia’s anticorruption commission who investigates has his life threatened. This official is forced into early retirement; members of his staff are arrested; the head of the police force is hastily replaced. (Oh, and I haven’t even mentioned Hollywood, the Wolf of Wall Street and Leonardo DiCaprio. Yes, he’s caught in the net too.)

With all this happening in real life, who needs drama? You can understand why I spent a lot of time this past May glued to Malaysian news channels. The actions above, if proven, amount to official tampering in an investigation. The precedents, of course, were set before Najib ascended the throne. Official interference did not start with him. Najib merely took Mahathir’s playbook and enhanced it.

The Case of Anwar Ibrahim: Fifty Shades of Grey

Recall, from Act II, Mahathir’s allergic reactions to criticism. We saw what he did to protesting judges, so it’s no surprise that when a potential political rival emerged, such a man would be given short shrift. The 1997 Asian financial crisis provided the backdrop for their showdown.

Malaysia’s Deputy Prime Minister at the time was Anwar Ibrahim, an Islamic scholar who had been courted and brought into UMNO by Mahathir. You’re likely to have heard of Anwar: he’s the guy who has been jailed for sodomy. Here’s the story as I see it, and you can judge for yourself.

By the time the Asian crisis struck, Mahathir was already unhappy with Anwar’s reformist credentials. As Malaysian companies collapsed, the two men disagreed on policy. Anwar favoured a free-market approach, mixing austerity with trade and investment. Mahathir, on the other hand, was loath to cancel his pet megaprojects. Instead of doing the soul-searching work of asking where Malaysia had gone wrong, he preferred blaming currency traders like George Soros, who’s Jewish, and for Mahathir’s views on Jews, read on.

Reformist zeal aside, Mahathir could not have taken kindly to Anwar’s outspoken comments about nepotism and cronyism within UMNO. Anwar made no secret of his ambitions to reform Malaysia. His standing in Western political and financial circles soared.

When it emerged that Newsweek magazine was set to name Anwar Ibrahim its ‘Asian of the Year’, rumours began to circulate. In Malaysia – as in 36 other Commonwealth countries – homosexuality between consenting males remains illegal. A ‘book’ quickly appeared stating 50 reasons why Anwar was unfit to be Prime Minister – Malaysia’s own Fifty Shades. Among them were claims of sodomy, sedition and the obstruction of justice. The relationship between Anwar and Mahathir became untenable. Anwar was summarily sacked and ousted from UMNO. Three weeks later he was arrested and charged with corruption and sodomy.

None of the above dimmed Anwar’s reformist ambitions. While awaiting trial he initiated the movement for democratic reform in Malaysia. From this Reformasi movement a new multi-racial political party sprang up which would become the People’s Justice Party. Anwar Ibrahim is its de facto head, the first Malay to lead a multi-racial political party in Malaysia.

This is an important point. Anwar Ibrahim was born a bumiputera, a person with special rights in Malaysia. He did not need to form an inclusive, multi-racial political party: he chose to do so. Fundamental reform in Malaysia will require the buy-in of all its races.

To stop Anwar’s political ambitions and silence his calls for reform, he was convicted of sodomy and jailed, not once but twice – in 1999 and then again in 2015, the second time under Najib’s watch. Having already been detained during his student years, Anwar is rather familiar with Malaysia’s prisons. Throughout, he has not wavered in his hopes of securing lasting democratic reform in Malaysia. In early May, he replied to one of my tweets of support with the single word, ‘Reformasi’. The man has grit.

It was during his most recent prison stint that the mother of all scandals broke. This time the figures were too large to be covered up, even by a government adept at malfeasance. Around US$700 million had been found in Najib Razak’s personal bank account. Najib denied wrongdoing, but with allegations swirling the US Department of Justice ordered its largest ever seizure of assets. Switzerland, Singapore and the United Arab Emirates joined the global investigation. Malaysia was in the news again.

In this simmering stew, UMNO members overwhelmingly chose silence. To his credit Mahathir quit in disgust, forming a new political party (though bumiputera-only).

Change was coming. A few months later Mahathir reached out to Anwar, the man he had once jailed, and they met for the first time in 18 years. Their rapprochement was not something Malaysians would ever have imagined. Nor was it easy for Anwar Ibrahim and his family to put the past behind: they’ve spoken publicly about how hard it was for them to forgive Mahathir. I like to think that Mahathir, too, as he watched from the sidelines, felt some remorse at the harm his own actions had caused. Malaysia could not go on as it had. All of us knew this. Our country’s soul was at stake.

History was about to be made. Since its founding, Anwar’s Justice Party had often contested elections in alliance with the DAP; after his rapprochement with Mahathir, it made sense for all three parties to team up. With Anwar still in jail, Mahathir was chosen to lead the new opposition coalition. (NB to Malaysians: Though there are other parties in the coalition, they’re not relevant for this narrative.)

I was initially among the sceptics. I could not imagine voting for a man who had once declared Malaysia a fundamentalist ‘Islamic state’ – news to many of us. He had also, in The Malay Dilemma, written: ‘…the Jews for example are not merely hook-nosed, but understand money instinctively’.

Hmm. How much change could we expect from such a man?

In the run-up to May 9, when I watched Mahathir on youtube telling Malay voters not to fear the DAP, I was stunned. Here was the politician who had once branded the DAP chauvinistic – a point he mentioned – and while some of his remarks show how far Malaysia is from being a meritocracy, their context is still a leap forward. In return, DAP stalwarts took to the airwaves to exhort Malaysians to support Mahathir. I knew then that I had to fly home. A new Malaysia was taking shape.

Like many Malaysians, I stayed up all night on May 9. Our phones pinged every few minutes. If you haven’t visited Malaysia, you might be surprised by how modern it is, and efficient when it wants to be. Malaysia issued biometric passports years before the UK. Our verification system employs both facial recognition and digitised thumb prints. We had been expecting election results shortly after midnight; when, by 5 a.m., opposition wins remained stuck at just below the required threshold, wild rumours began circulating. The entire sleep-deprived country speculated on what UMNO was up to. On What’sApp, friends shared images of tanks in Malaysia’s administrative capital. I was exhausted, yet absolutely ready for battle.

In the end UMNO capitulated. Sort of. If you need proof of how utterly shameless Najib Razak is, all you need do is listen to his so-called ‘concession speech’ in Malay. In my view Najib did not concede; not even once did he use the word ‘defeat’. Instead, he tried to worm his way out and then proceeded to justify his own dubious track record. True statesmen are gracious when they’ve lost; on this front, as on many others, he failed miserably.

The important point, though, was that the people had spoken. If we were denied our result, there would have been blood on the streets. Truly.

We now know that this was not needed.

At last, we Malaysians had done it. We did it by uniting, and it was Anwar Ibrahim and Mahathir Mohamad who’d led the way – they set the nation an example. If Mahathir could reach out to his old nemesis and if Anwar could reconcile with the man who had first jailed him, then the rest of us could come together too.

I had to stifle a tear as I watched Mahathir being sworn in as Prime Minister. A day later he named a woman as his Deputy – the first woman to hold this office. She is Dr. Wan Azizah, Anwar’s wife, who held the political mantle during his years in jail. Mahathir named a Chinese man, Lim Guan Eng, as his new Finance Minister, the first time in 44 years that a non-Malay was named to this post. It was something I never imagined seeing again. The fact that the appointment was made by Mahathir, a man who had once called us names and who had put Lim in jail, made the moment especially poignant.

The challenges facing Malaysia are immense, not least in the repairs that must be made to our institutions. It’s up to Malaysians to hold this new government to account, ensure that requisite checks and balances are put in place. This must be done quickly, for the powers of state are tempting.

There will be Malaysians reading the paragraphs above who will say, ‘But Dr. Wan Azizah, she…’ – for there’s already plenty of criticism of the new government, much of it justified. There’s little doubt that political development will take time: there’s so much to be done. But there’s also no question of the change that has taken place. It’s a change both of government and in mindset, crucial if we are to move forward as a nation. For the first time in years I felt welcome in my own country. I was perceived as Malaysian, not a Chinese interloper or ‘newcomer’. This gives me hope, something I did not have before.

On this Merdeka (Independence) Day, we Malaysians should hold our heads high. Let’s reach out to one another and remember that nothing is impossible. We can and will build the country we want.

Anwar Ibrahim is now a free man, and it was Mahathir who secured him a royal pardon. But it was we, the people, who put them both where they are today. In acknowledging his debt to the millions of Malaysians who voted for the opposition, Anwar gave voice to the thoughts and feelings of an entire nation.

I will never forget until the end of my days.

Power, Remorse & Redemption Act II: The Malay Dilemma, 1970

I first heard of Dr. Mahathir in 1973 from Malaysian newspapers. He had published a controversial non-fiction book, The Malay Dilemma, which contained racial stereotyping so inflammatory that it was immediately banned. Even when he was a rising political star, the book remained banned in Malaysia. Newspapers, however, were free to quote snippets. Through these I learnt that I, a Malaysian citizen, was merely a ‘guest’ (the word the paper deployed) in Malaysia. I had thought of Malaysia as home; now I found out I was able to live there only because the Malays ‘consent to this’.

I was upset, of course, and confused at the same time. I began reading newspapers avidly, which only cemented my burgeoning sense of exclusion. The newspapers told me that Malaysians were not created equal. There is a breed of Malaysian who deserves ‘special’ rights, not by dint of merit or economic need but because their ancestors supposedly arrived before mine.

The logic is so spurious that a new term had to be invented: bumiputera, a Malay compound word made up of bumi, earth, and putera or prince(s). Taken together, they become ‘prince(s) of the earth’ (or ‘sons of the soil’). The special rights accorded to this superior Malaysian, the bumiputera, span an eye-watering gamut. They include:

  • Reserved universities – and I don’t mean university places, but entire universities;
  • Discounted prices and reserved allocations in new housing developments;
  • Entitlement to 30% of the equity of any publicly listed company in Malaysia.

When you grow up within a system, you become inured to its inequities; it takes leaving Malaysia before many Malaysians realise that a form of apartheid is practised there. The seeds for its rationale were planted by none other than Dr. Mahathir Mohamad in his book, The Malay Dilemma. Full of half-baked social theories and sweeping racial generalisations, the work would have been amusing, had rafts of laws not arisen from its crucible.

Malays, apparently, are ‘tolerant and easy-going’ while non-Malays, especially the Chinese, are ‘materialistic, aggressive and have an appetite for work’. We also have ‘unlimited acquisitiveness’. These differences, according to Mahathir, explained the glaring economic and educational disparities which existed in 1970 between Malaysia’s Malays and ethnic Chinese.

The only solution was a full-throttled boost for Malays. These special Malaysians, with their bumiputera status, would fly first-class, the rest of us second-class. May 13 provided the perfect excuse. We were told that new race-based laws were needed to achieve national harmony. At the same time we were cautioned against speaking about ‘race’ openly.

The new laws had a grand name: the New Economic Policy. Mahathir was still in the political wilderness at the time; the man who actually put the laws in place was Malaysia’s second Prime Minister, Abdul Razak Hussein.

A grand name needs grandiose ideology. The New Economic Policy was dressed up as positive discrimination. But then, why should its beneficiaries depend on race?

The simple answer is that the New Economic Policy was a smokescreen for racial discrimination in favour of Malays. UMNO knew that it could not say so explicitly, therefore, it pretended that the Policy was needed to ‘prevent another May 13’. Those of us who didn’t like the Policy should leave, since Malays were the ‘rightful owners’ of the land.

The problem with this logic is that Malays are not natives of Malaysia. Even the Malay language recognises this; in Malay the indigenous peoples are called Orang Asli, or original people. In primary school, I was taught that Malays originated from Yunnan in southern China. The American economist, Thomas Sowell, has written:

Some groups in some countries imagine themselves entitled to preferences and quotas just because they are indigenous ‘sons of the soil’, even when they are in fact not indigenous, as the Sinhalese in Sri Lanka and the Malays in Malaysia are not.

The term bumiputera has been useful for UMNO. Bumiputera has a whiff of romanticism and at the same time is meaningless, a malleable concept that can absorb many things. UMNO thus also labelled Malaysia’s real indigenous peoples as bumiputera. Problem solved. There weren’t many indigenous peoples, and unlike the Chinese, they were not a threat. In this way, entitlement could be conferred on the real beneficiaries – Malays – under the guise of affirmative action. No one could legitimately object.

Bumiputera has the extra beauty of containing the word ‘soil’, which has been used time and again to remind Malaysia’s ethnic Chinese and Indians that the land we were in was not ours. In The Malay Dilemma, Mahathir even calls ethnic Chinese who arrived in Malaysia in the 15th century ‘newcomers’! Never mind that some of his own ancestors hailed from India.

By the time he ascended to Malaysia’s highest office in 1981, I had already left Malaysia for Britain, where I went to boarding school. My parents packed me off with huge regret. They were patriots. Despite speaking little Malay themselves – they were educated in the colonial era – they wanted their children to learn the Malay language. After May 13, when many of their Chinese friends departed for Singapore, they stayed, insisting that the incident was the result of a few rotten apples.

As the 1970s progressed it became clear that the New Economic Policy would systematically exclude non-Malays. They no longer saw a future in Malaysia. Reluctantly, they made sacrifices to send me away, counselling me to remain abroad.

In 1981 Mahathir gave an interview to the New York Times in which he described The Malay Dilemma as a harmless book. He was being disingenuous.

Mahathir: Friend or Foe?

Democracy is like good cheese: it needs time to mature. Holding elections is not enough. We have seen this in a swathe of Commonwealth countries. Real democracy only happens if citizens are able to speak freely without fear of being arrested or killed, if elections are free and fair and the police cannot be bribed. The above is not achievable without a robust system of checks and balances. Democracy needs an independent judiciary and a free press. It needs constant surveillance. It must have official bodies whose leaders are not beholden to any individuals, political party or coalition and whose processes are transparent. Power corrupts, but safeguards go a long way to ensuring that government is accountable.

Malaysia once had many of the above; otherwise UMNO’s power would not have been curtailed in the 1969 General Elections. Alas, those results taught UMNO an unwelcome lesson. In a real democracy politicians sometimes lose. And UMNO did not like losing.

Over the next five decades Malaysia went from a country with relatively strong democratic institutions to one in which institutions were weakened by political interference. Corruption crept in, inevitably. Malaysia should be a case study for other countries, especially those that are intent on race-based politics.

Mahathir remained in office for twenty-two years. Over that period Malaysia’s wealth increased many-fold, especially the wealth of that special breed of Malaysian, the bumiputera. He must be given credit for these achievements.

At the same time there’s little question that he displayed ruthless and authoritarian tendencies. A few years into office Mahathir found himself embroiled in an internal power struggle within UMNO. In the midst of battle his opponents initiated litigation. To ensure that judgments would not go against him, Mahathir tampered with Malaysia’s judiciary, first diluting the powers of Malaysia’s High Courts and then sacking the head of the Supreme Court who dared to protest. For good measure, Mahathir also booted out the judges who sided with their Supreme Court head.

In so doing, he set a precedent. A precedent, once set, is hard to undo. This is how rot starts. Along with judicial interference came the muffling of dissent. Mahathir stifled dissent in two ways: first, by wielding an iron fist over the media (which at the time did not include the Internet), and secondly by clamping down on opponents. In 1987 he presided over the biggest crackdown Malaysia had ever seen, when 119 opposition activists and Members of Parliament were arrested and detained. Those held included Lim Kit Siang, who was then leader of the Democratic Action Party (DAP), and his son Lim Guan Eng, at the time a Member of Parliament.

Mahathir and UMNO held a special aversion towards the DAP, which had long been a thorn in their side. Unlike UMNO, the DAP has always been multi-racial and was one of the parties to field winning Malay candidates in Malaysia’s 1969 General Elections. As noted in my previous blog-post (Act I), those election results showed that another Malaysia was possible. In that other Malaysia, people would not vote according to race but on political merit. In such a Malaysia there would be no call for UMNO.

It was easier for Mahathir and UMNO to invent an imaginary enemy than to change. Over the years, they told Malay voters that unless Malays voted for UMNO, Malaysia would fall into the hands of the Chinese (who, remember, have ‘unlimited acquisitiveness’). Mahathir and UMNO took to branding the DAP a ‘chauvinist’ Chinese party. If Malaysia fell into DAP hands, so they said, the special privileges which Malays enjoyed would be at risk.

This illustrates how democracy can be co-opted. Malays form the majority in Malaysia, which means that special rights are dished out to the majority of the Malaysian electorate. Their political acquiescence is thereby purchased. Why bite the hand that feeds you? The result is a fundamental distortion of the democratic process, as I argued in an article which the UK’s Independent invited me to write.

For many years, not enough Malaysians cared about the rot that was corroding our political system. So long as putrefaction was hidden, most Malaysians preferred not to know. Perhaps they were in a stupor, either from the gains of corruption or the drug of special rights, often both. It would take a brazen man to wake them up. This man was Najib Razak.

Ruminations on Food 1: Malaysians & Food

Hello again, it’s great to be back! I know I’ve been away for a while. I promise I’ve been busy! At one point I was writing so many publicity articles that everything blurred, and I didn’t know my right hand from my left. In between radio interviews – the highlight of which was my appearance on the BBC World Service – and speaking engagements, I was mad enough to carry on writing my third novel.

Thankfully there was a spurt of rest, when I took a short trip to Malaysia for a family celebration. That’s where the idea for this series of blog-posts came from – because as usual, I ate copious amounts. And with the trip lasting only 10 days, the eating was intense.

In fact, after 6 nights of dining out like crazy my partner announced: ‘You haven’t seen drama until you’ve watched a group of Malaysian-Chinese discussing menu choices.’

When I thought about it, I realised she had a point. There’s always a kerfuffle at the start, when we’re still trying to decide what to order. In a Malaysian-Chinese restaurant you don’t place your order with an ordinary mortal, such as a waiter or waitress, no! You summon the head waitress herself. This head waitress is usually a middle-aged woman who has worked her way up the ranks. She knows everything about the menu and how things should be cooked, and makes recommendations accordingly.

Of course, diners around the table – who are invariably food connoisseurs – will have their own ideas. The result is operatic drama, lasting a good 10 minutes on average, during which we talk about which soup to have, which type of poultry, what fish, should we order another seafood dish or another meat dish, what about vegetables and which ones – all before we’ve even come to the finicky point of how each dish should be cooked.

The discussion takes place in one or other Chinese dialect, in our case Cantonese. This means that the conversation is loud: we Chinese are noisy when we’re excited, and we’re always excited where food is concerned. Everyone around the table chips in, sometimes all at once. Ideas are tossed about and there’s much to-ing and fro-ing, especially when it comes to cooking methods, since the conversation often gets down to precisely how the fish will be steamed. In the heat of those moments, the difference between silver pomfrets and black pomfrets seems a matter of life and death.

It Took Us a Long Time to Choose You!

The conversation is always full of passion, it’s never a competition of egos. Everyone truly wants the best possible version of any dish we’ve ordered – that’s what we’ve gone for, after all. And because there is so much outstanding food in Malaysia, people have lots to say.

Apparently, the two groups who spend most time talking about food are the Malaysians and the French. (A verbal anecdote I heard somewhere.) The French, I’m sure, regard themselves as foodies, but having spent a good chunk of time in France I have news for them: we Malaysians are even bigger foodies. And we love all food – not just Malaysian food.

We’re totally obsessed, you see. I believe that this obsession, for Malaysian-Chinese at least, must stem from some primeval fear of famine. Not so long ago – as recently as my childhood – we would greet one another with ‘Have you eaten yet?’ instead of ‘How are you?’ If you had a full stomach, it was assumed that you were well; how could it be otherwise?

A Queue for Moon Cakes

For us, fear of hunger is ingrained. Even though we now live in Malaysia, a country so fertile that a seed only has to drop to grow, and despite having lived here for several generations, we still behave as if we might starve tomorrow. Because who knows, there might just be a war, right, as happened in When the Future Comes Too Soon?

Therefore, we go to great lengths to discuss what to have for lunch while munching our breakfast, what to eat for dinner before we’ve finished lunch, and so on. Our meals are mapped out days in advance. We will battle traffic and thunderstorm; we will drive miles for the sake of the juiciest mangoes, the freshest fish and the best moon cakes. In case you’re wondering what these look like, the photos below were what the people above queued for.

Some street food vendors have become so wealthy, they’ve sent their children to study overseas. This is what my protagonist does in The Woman Who Breathed Two Worlds. One American reader who reviewed the book was sceptical that this could ever happen – she obviously doesn’t know Malaysia.

Potential famine aside, food is wonderful because it’s safe. There’s nothing controversial about satay or fried chicken or soupy noodles. No one will criticise you for posting photos of your lunch on Facebook; in return, you can comment on your friends’ dinner meals and everyone is happy.

There’s little doubt that Malaysians love food, but there’s also little doubt that we prefer avoiding conflict. Who doesn’t? It’s a question of the lengths to which we will go.

If our talented cartoonist, Zunar, stuck to drawing happy scenes of Malaysians chomping through plates of nasi lemak, he wouldn’t be suffering from a travel ban today. At present he can’t even come to London for an upcoming exhibition at the Westminster Reference Library, one that has been organised by the UK’s organisation of professional cartoonists and suitably called Gagged – all because he dares lampoon our esteemed Prime Minister.

Of course, strong democratic societies were not built by avoiding inconvenient discussion. Sometimes, conflict will result – this can’t be helped. There’s no other way. Democracy is about speaking up and trying to reach accommodation, especially if we disagree with one another. If we don’t find our voices, food itself could become a political tool.

I Have a Dream

Martin Luther King once began: ‘I have a dream…’

I, too, have a dream. In my dream racial discrimination in Malaysia is a thing of the past. In this dream my homeland, Malaysia, has transformed into a country known for good governance. In my dream Malaysia is a beacon: a multi-racial, multi-religious and multi-cultural country in which I, though largely of Chinese descent, am treated as an equal citizen.

With each passing day this dream recedes further into the abyss. Racial discrimination in Malaysia is now entrenched. The country’s governance gets from bad to worse. And its list of scandals grows longer.

When it comes to corruption, Malaysia competes well with the likes of China and Mexico – a staggering feat for a country of only 30 million. According to Global Financial Integrity, the developing countries with the largest illicit outflows between 2001 and 2010 were China, Mexico and Malaysia. No surprise, then, that US$1.2 billion found their way into the Prime Minister’s personal bank account in the scandal known as 1MDB. How such an astounding amount arrived there is something which Najib Razak, Malaysia’s Prime Minister, has still not explained properly, yet the man remains Prime Minister and looks unlikely to be deposed!

Hand-in-hand with corruption have come increasing Muslim fundamentalism and concomitant attacks on religious freedom, the latter always carried out under the guise of ‘protecting Muslims’. Several years ago the word ‘Allah’ was proscribed for use by non-Muslims when referring to God. Emboldened by this poisonous atmosphere, extremists have attacked churches, cast aspersions on the adherents of other religions, and routinely made racist comments that would not be tolerated in a civilised country. These disturbing trends date back years. The culprits behave with impunity and with the connivance of the ruling political party – the United Malays National Organisation – or UMNO. This party, which has ruled Malaysia since independence in 1957, uses Islam as an electoral tool with which to acquire the Muslim vote.

A new low was reached recently. Now activists have begun to disappear. The United States Commission on International Religious Freedom (USCIRF) finally took note and placed Malaysia on its Tier 2 list, alongside such luminaries of religious freedom as Afghanistan, Cuba and Turkey.

How did Malaysia, a once tolerant and moderate country, get to this point?

First, if we strip everything away, I believe the crux of Malaysia’s problems lies in something we are not supposed to discuss: its racist policies. The country’s descent has been gradual. But the slide actually began a long time ago – with the principle that not all Malaysians are created equal.

The idea that some Malaysians, namely, those of us who are ethnically Chinese or Indian, are somehow ‘squatting’ on land that rightfully belongs to Malays is pernicious but long-standing. I first heard the idea expressed in Mahathir Mohamad’s infamous book ‘The Malay Dilemma’. In the blog-post Where is Home? I describe how being called a squatter made me feel. By 1973 when I learnt about Mahathir’s book, the concept had already been codified into so-called affirmative action policies with no time limitation. The beneficiaries are a special breed of Malaysian, one who deserves extra rights, not through merit or because of need, but because the ancestors of this type of Malaysian arrived in the country earlier. The logic is so spurious that a special term had to be invented: bumiputera, or the prince/princes of the earth. (See The Malaysia We’ve Lost.)

Imagine the first pilgrims to the United States calling themselves the ‘princes of the earth’ and giving themselves and their descendants ‘special rights’, over and above those enjoyed by all the other waves of immigrants who helped build America. Bumiputera ‘rights’ in Malaysia are eye-watering; they include: entitlement to a disproportionate share of university places, discounted property, quotas in government departments, 30% equity stakes in companies and government scholarships. At one point, there were even universities reserved for bumiputera! This has been the situation in Malaysia since the 1970s, when the concept of the bumiputera was written into government policy.

The question of who is a bumiputera is a minefield, because there are people who are truly indigenous to Malaysia. Even in the Malay language they are called Orang Asli, or the original people. Naturally Orang Asli have bumiputera status, though this is more lip service. The crucial point is that Malaysians of Malay ethnicity, who are believed to have come to Malaysia from Yunnan in southern China and more recently from India and Indonesia, are all deemed to be bumiputera.

Why is this important? To start with, there is the issue of moral dubiety. In Malaysia it’s well-known that part of Mahathir Mohamad’s own family came from India. Ergo, the man who calls me a squatter in The Malay Dilemma is himself squatting on land which belongs to Malaysia’s original people, the Orang Asli. Then, there is the groundswell of resentment which the creation of the bumiputera has caused. How can you have a unified nation with such blatantly racist policies? The answer is that you can’t. A million Malaysians have left. I am part of that exodus. I left with a heavy heart – and anyone who has read The Woman Who Breathed Two Worlds will know that my love for Malaysia remains strong.

What do you think happens when a government tells one section of its populace – the bumiputera – that its members have rights over and above others? It’s almost inevitable that those who are mollycoddled become spoilt. They start to feel as if they’re above the law and can do whatever they want.

Worse than that, dishing out special rights anaesthesises those who are privileged – in this case, the bumiputera population, the Malay recipients who form the country’s majority. UMNO, the ruling party, has been purchasing their acquiescence for decades and in so doing, has fundamentally distorted the democratic process. For as long as a majority in the electorate is numbed by handouts, UMNO can do whatever it wants.

Except… it’s now harder, even for UMNO. After nearly sixty years in power there is discontent, especially among urban Malays. UMNO’s excesses have become so electrifying, they’ve hit world attention. Part of its electorate is restless. Some bumiputeras recognise the harm which Malaysia’s racist policies have done. A columnist, Wan Saiful Wan Jan (a bumiputera), with two friends (also bumiputera), began the Institute for Democracy and Economic Affairs (IDEAS) several years ago. In a recent article, Wan Saiful pointed out the immorality of Malaysia’s bumiputera policy. ‘Why not then steal from the rich and give to the poor?’ he wrote rhetorically.

Wan Saiful should be applauded. No one else has had the guts to be as blunt. He and groups like IDEAS and Bersih (the group that is fighting for clean, fair elections) – and all the people campaigning for an open, progressive Malaysia – must be supported.

And here’s the second part of my answer: Malaysia did not arrive at this point by accident. We Malaysians have allowed it to happen. We have allowed it through our collusion and our silence, and by our refusal to venture outside of our comfort zone. When I was growing up, how many times did I hear a fellow Malaysian-Chinese say, ‘Ai-yahh, why bother with politics? Let’s just make money-lah…’

Fast forward to 2017, when we can see where such attitudes have led us. Malaysia is poised at a crossroads, and what I hear now is a lot of grumbling. Mutterings too, along the lines of, ‘What’s the point? I can’t do anything. I’m not bumiputera.’

In this way, all blame is passed on to the bumiputera, as if we do not bear collective responsibility for the state of our country. As if our national obsession with food, gossip and shopping, to the exclusion of much else, is not a contributory factor. I know I’m guilty, too. I took the easy option and left, instead of staying on to fight. I now do what I can, by supporting Bersih and IDEAS and all the people who are willing to stand up for a better Malaysia. I also write. Both in this blog and in the novels forming The Malayan Series, which will carry on after the second book, When the Future Comes Too Soon, is published this summer. Fiction is a powerful tool, one which I intend to use. (Foreign readers don’t need to know anything about Malaysia. The Malayan Series is first and foremost an epic family saga, a story about people. What happens will be experienced through the characters themselves.)

There are plenty of Malaysians who tell me, ‘Malaysia is still a good place to live.’ And then they ask what I can find elsewhere that I can’t have in Malaysia.

Here are a few of the things I enjoy in the West. Equality in the law. The chance to compete on merit. A vote which counts. And when things aren’t right, I have the ability to protest, to get things changed. Anyone who has read The Woman Who Breathed Two Worlds will understand that I have not been brainwashed by the West. No human system is perfect; both Britain and America have flaws.

Within the cracks of their flaws, however, lies a gem: the cliché known as freedom. In the West, I have the freedom to be whoever I want and to live my life exactly as I choose. This is so precious and priceless that once experienced, is almost impossible to give up.

To those who say that Malaysia is still a great place to live in, I have the following questions.

  • Do you think this is the country our predecessors fought for in 1957?
  • Is today’s Malaysia really the country you want to see?
  • Does this Malaysia make you proud?
  • And what are you going to do about it?

This Merdeka is Yellow…

Tomorrow, August 31, is Malaysia’s Independence (Merdeka) Day. Shortly after Merdeka Day thirty six years ago, I left Malaysia. I’ve lived away for so long now that I have spent more time in England than in my country of origin.

Yet, nothing grips me as much as major pieces of Malaysian news. Last July for example, when MH-17 was shot down over Ukraine,  I was riveted: engaged in both heart and mind, emotions veering between horror and utter disbelief, and finally anger. Hours later, when it was already clear that the plane had not crashed accidentally but had been shot down by a missile, major media networks (in three languages) changed their headlines to reflect this appalling new element.  All except for the BBC, which retained its misleading “Malaysian Plane Crashes in Ukraine” as if it had been Malaysian Airlines’ fault, as if the plane’s flight path had not been pre-cleared. I was so incensed that I wiped the BBC app off my iPhone.

This weekend, I have once again been glued to Malaysian news. A 34-hour protest has been taking place in Kuala Lumpur, Malaysia’s capital. People were out in force – two hundred thousand according to the organisers, a mere twenty thousand by the government’s count. Most of the protesters wore yellow T shirts (hastily banned beforehand by authorities), blew into their vuvuzelas and air-horns, prayed when it was time to pray, listened to speeches and made music – all quite peacefully. Many even stayed overnight as had been planned, literally sleeping on the streets and squares of the capital. The protest was organised by Bersih (Clean), an organisation which is campaigning for clean, fair elections in Malaysia. This was the fourth rally organised by Bersih. At the previous demonstration before this one, an estimated quarter of a million turned up and police used teargas on the crowds.

Not surprisingly, the Malaysian government – which has a rather low tolerance of dissent – was up to its usual tricks last week. They first declared the rally to be “illegal”. When that didn’t work, the Home Minister banned yellow clothing and T shirts with the words “Bersih 4”. The authorities, knowing that a sleep-in was planned, promptly prohibited the erection of tents.

Despite these absurd obstacles, yellow T shirts abounded on KL’s streets. Demonstrators proceeded with their “sleep-over” – truly a sight to behold. Of course there have been plenty of naysayers, as there always are. People who belittle Bersih for “not going far enough”, and the protest as little more than the huff of a few well-heeled urbanites.

As the former chairperson of Bersih – the redoubtable Ambiga Sreenevasan – has pointed out, Bersih’s rallies take place despite the organisation having little money and no power and in spite of the entire machinery of government being arrayed against them. These rallies rely entirely on “the goodwill of the people”. Which is why they are remarkable: Bersih‘s rallies are tangible signs of a nascent civil society.

Street protest flies in the face of Malaysian tradition. As a nation, we prefer to avoid even the smell of conflict. We stick to safe topics, such as shopping, and of course, food! We can say a lot about food without touching on anything remotely controversial, anything that (we fear) may offend someone. If you spend your life in this “head-down, risk-free” zone, the thought of going on a march where you may be asked to hold a banner or shout and generally take a stand, is rather alien. Mahathir Mohamed, the former Prime Minister who turned up at the rally on both days, gave an interview in which he admitted that it was the first time he had joined a street protest – and he is ninety.

I only learnt about protest as a student at Southampton University in Britain. The experience was incredibly liberating. I discovered what democracy should actually be about. I found that in a truly democratic country, people were free to express legitimate political views, so long as they did not advocate violence on anyone else or infringe on the rights of others. In contrast to Malaysia, I could say what I felt without being shut down, called names or told to leave the country. I went on marches, I held placards, I became an activist. I disagreed vehemently with some people, and still managed to remain friends with them.

The whole process was thoroughly validating. Among my causes: gay rights. There were absolutely no positive gay role models then, and your boss could have fired you if s/he discovered your sexual orientation, no matter how well you did your job. It was such a far cry from today that it is hard to even remember what Britain was like in the mid-eighties. If anyone had told me then that in less than thirty we would be able to marry one another, I would have laughed out loud.

This example goes to show that protest can bring about change. You only have to think of the suffragettes to be reminded that without them, women would never have obtained the vote. Without protest, we would also not be attending universities today.

Could the same natural evolution happen in Malaysia?

On this, the signs are not good. The Malaysian government is one which loves the legitimacy that its veneer of democracy confers, at the same time as it hates the reality. Citizens wanting to hold Ministers accountable: what a nuisance. As for the possibility that the government might actually be voted out of office, perish the thought!

After fifty eight years in power, any government would be tired; this one is especially tired – of criticism from those pesky citizens. In recent days and weeks, Malaysian Ministers have acted with their usual brilliance. In late July, a leading business publication exposed the fact that US$700 million had entered the Prime Minister’s personal bank account. The official response? Suspend said publication for three months. How dare journalists do their jobs! This week, when it became clear that threats and intimidation were not going to prevent the weekend’s rally, the government blocked access to Bersih’s website (within Malaysia).

No wonder America’s former ambassador to Malaysia has voiced his worries. In a recent opinion piece, Mr. John Malott described how there are two faces to Malaysia’s current Prime Minister Najib Razak: the international man who knows what Westerners want to hear, and the domestic man who happily lines his and his wife’s pockets while curbing individual liberties and meddling with institutions.

As if to confirm his increasingly authoritarian streak, the Prime Minister told the nation yesterday: “All forms of street demonstration have to be rejected as they adversely affect peace and order and cause problems to the public.” Apparently, only “immature” people express their views by protesting on the streets. Such words (and his actions) do not bode well.

Where will Malaysia go from here?

Will the Prime Minister step down tomorrow? Unfortunately, this is unlikely.

Will we see greater restrictions on freedom in Malaysia? Possibly.

Could the country veer towards dictatorship?

As an optimist, I believe that positive change will come, but this will take longer than we either think or would like. What is important is for concerned Malaysians not to give up. We need to remain engaged, to stay strong and show that we will demand good governance, no matter how much our own government threatens us. For the sake of Malaysia’s future, we will not go away. Not until we have clean, fair elections and an end to rampant corruption and cronyism.

One Small Step, A Giant Leap

In the course of writing my novel, I had many opportunities to compare the Malaysia I knew with the Malaysia of today. I have already shared my sadness, disappointment and worry elsewhere (The Malaysia We’ve Lost; Where is Home?; Ambiga, Allah and this Visit Malaysia Year).

This past week has been markedly different. On May 17, 2014, my country finally took a step in the right direction, and raised my spirits in the process.

On that day, a brave young woman of Malay ethnicity became the Opposition candidate in a predominantly Chinese town. If this sounds trivial, it is not. In Malaysia, race and religion are used as political weapons, and Dyana Sofya Mohd Daud’s story marks a water-shed.

As it happens, I had already been thinking about Teluk Intan, the town where Dyana is standing for election. My agent Thomas Colchie (see previous blog post), had asked to see the synopses of my entire trilogy of books, and I had been pondering Teluk Intan because the town will be mentioned in my second novel (where it will be called by its colonial name of Telok Anson). I am still at the planning stage for this second work: jotting down ideas, looking at maps, dreaming… But I digress; my purpose here is to share why Dyana Sofya Mohd Daud has given me such hope.

She is a lawyer from a family of active government supporters. In Malaysia, this means that Dyana could enjoy a good life by not rocking any boats. Instead, she joined an Opposition political party. Not only that, but she chose a party that is widely regarded as “Chinese”.

Why did she do this? Here is a quote from her: “Malaysia needs a new form of politics and to drop the old race based politics. I choose to forge a path towards a better Malaysia.” Bravo, absolutely spot on.

In truth, the party which Dyana joined – the Democratic Action Party or DAP – welcomes all races and religions, but because it has historically appealed more to Malaysian-Chinese voters, the incumbent government likes to stick it with a “race” label. The fact that Dyana chose this party was a courageous step, demonstrating an independence of mind and a willingness to go beyond her comfort zone to further her ideals. How many of us can say we have done that?

Almost at once, the backlash against Dyana began. She was wolf-whistled at her own nomination. Photographs of an actress who looked like her but was dressed in a bikini floated around the Internet. There were whispers about her age: too young at twenty seven, apparently. Malaysia’s incumbent Prime Minister was only twenty three when he was handed his seat on a plate. Did anyone complain about his youth? I doubt it. One rule for men, another for women. Same old, same old.

The great and the good of Malaysian politics have come out in force to denounce Dyana as a traitor (to her race), to bait her on religion, even to scold her mother for not sufficiently indoctrinating her! This, unsurprisingly, came from our former Prime Minister, an expert in the gutter politics of tribe. All kudos to Dyana’s mother for standing up so publicly for her daughter: “As a mother, I will support my daughter. I will campaign with her because she is my daughter.” Quite. But when so many have so little to say about so few, you know that something momentous is happening.

And what is happening is that the old politics of tribe are being challenged in highly public fashion. A young Malay, Malaysian-born and bred, has stood up and said NO to the race-based politics that have held sway since the 1970s. She is too young to know the Malaysia which I knew, and I have always worried about what would happen to Malaysia when those of us who remember what it used to be like, pass on from this Earth. Now I have glimpsed the answer: just because you have not experienced what Malaysia once was, it does not mean that you will be blind to injustice when you see it.

Dyana is a tangible challenge not just to Malaysia’s old politics but also to the rising tide of Islamic fundamentalism, and strong forces are lined up against her. They do not want her to succeed. They do not want her to win, and if she wins, they do not want her to do a great jobs, and if she does a great job, they do not want her to remain with the DAP. Because if she succeeds, she will be living proof of exactly the sort of progressive, modern, inclusive Malaysia which many in my country are terrified of. If she succeeds, more may follow her. If more follow, what would become 0f vested interests? What would be the raison d’être of single-race and single-religion political parties? Heaven forbid, we may actually move forward and build the truly embracing society we are capable of building together, the real One Malaysia, not the slogan-bound 1Malaysia the government likes to trot out for tourists.

For all these reasons, I wish Dyana and the DAP the very best on 31 May 2014 and beyond. (For the record, I am not a DAP supporter).
